Thank you for your feedback on FRANCIS. There is a link to interlibrary loan options within FRANCIS, but perhaps it is not where you expect it to be. After doing a search, on the right hand side there is a column of buttons for obtaining items from other libraries.
To get an article from a journal, you can start by clicking the NExpress button. (Note: NExpress doesn't have a journal title index, so if you used the Journal Title search in FRANCIS, you will need to change it to a Title search in NExpress.) If you find the journal with the correct dates, you can click the Request Article button.
If you don't find the journal in NExpress, hit the back button to return to FRANCIS. Then click the WILL button to get to interlibrary loan forms through ILLiad.

PLEASE add a link to ILL from Francis - that's where it's most needed - when we've looked up a journal, only to find that we don't have access to it directly, then I need to go to ILL, and I can't get there. I'm sure we've asked about this before - it would really be helpful. Thanks Lee Park
